France’s 2027 presidential election : Euros / Agency Group examines public expectations on healthcare

Euros / Agency Group is launching INFLUENCES 2027, a series of studies conducted with Toluna Harris Interactive to examine shifts in French public opinion ahead of the presidential election. The first study, focused on healthcare, reveals a significant gap: 84% of French adults consider access to healthcare a priority, yet 59% report having forgone a doctor’s consultation in the past twelve months.

Healthcare: a public priority seeking greater political attention

As France approaches its 2027 presidential election, access to care is a central public concern. Among the priorities tested for the coming months, healthcare access ranks first, ahead of energy, purchasing power and security. However, 74% of French adults believe healthcare receives insufficient attention in political debate.

Through INFLUENCES 2027, Euros / Agency Group aims to measure these expectations and assess their implications for decision-makers. This first edition explores three issues: access to care, confidence in the healthcare system and public acceptance of funding choices.

Access to care : persistent challenges, sustained trust in professionals

Among respondents, 59% report having forgone a doctor’s consultation. Looking ahead, 83% believe the healthcare system is poorly prepared to address shortages of healthcare professionals. Meanwhile, 57% would like doctors and other healthcare professionals to be more evenly distributed across the country.

Although 63% believe the healthcare system is functioning poorly and 67% lack confidence in its future, healthcare professionals retain strong public trust to improve the situation: 85% for nurses and 80% for both general practitioners and pharmacists, compared with 30% for the state.

The findings highlight a distinction between dissatisfaction with the system’s performance and continued confidence in those delivering care.

Healthcare funding: demand for resources, resistance to proposed measures

While 86% of French adults believe the healthcare system lacks resources, 73% do not think public healthcare spending is being used effectively.

Every funding measure tested faces majority opposition: reducing statutory health insurance coverage (71%), increasing social security contributions (69%), raising taxes specifically for healthcare (67%) and reducing reimbursement for certain treatments and medicines (64%). These findings underline the importance of demonstrating both the effectiveness and fairness of proposed changes.
